Dear Members

As you are aware, Union Finance Minister in her budget speech stated that Government will also undertake reforms in the Customs Administration of SEZs and it shall henceforth be fully IT driven and function on the Customs National Portal with a focus on higher facilitation and with only risk-based checks. This will ease doing business by SEZ units considerably.

2.         Accordingly, CBIC has undertaken steps to facilitate integration of Customs operation from SEZ portal. For bringing the system on ICEGATE, certain amendments in the SEZ Rules are required to be done. The indicative policy intervention that is the Rules requiring amendment with recommendation thereof has been given in the Annexure to the DGEP letter No DGEP/SEZ/14/2022 dated 18.8.2022 (copy attached). They have requested D/o Commerce to carry these amendments in Rules to enable completion of the on-boarding process.  

3.         Department of Commerce vide their email dated 11.11.2022 requested EPCES to examine the proposal of DGEP and furnish comments by 15.11.2022 positively.

4.         Since changes in Rules directly affect the working of the SEZ units, it is requested that you may examine the proposed changes in the Rules as per Annexure to the DGEP letter and send your comments by email to dg@epces.in   with a copy to epces@epces.in by 14.11.2022 (Monday) evening.
